A spokesperson for Aneurin Bevan University Health Board said: "We are extremely concerned about the potential impact this may have on the future supply of nurses, particularly at a time when our staffing levels are already under significant pressure.
“Our immediate priority is to ensure that current student nurses receive the support they need to complete their training and begin their careers with confidence.
“We are working closely with Health Education and Improvement Wales (HEIW), Welsh Government, and other partners to fully understand the implications of this consultation and to ensure that robust plans are in place to safeguard the future nursing workforce in Wales.
“Our commitment remains to our staff, our students, and the patients who rely on us to provide high-quality care."
