Penny trained as a Nurse at St Bartholomews Hospital in 1971 before becoming an Occupational Health Sister at ROF Glascoed from 1975-1979.
Between1985-2012 Penny was a Lecturer at Crosskeys College, later part of Coleg Gwent, where she taught BTEC Health and Social Care.
Penny was elected as a County Councillor for Raglan Ward in Monmouthshire County Council in 2012 where she remains to this day. She is also a member of Raglan Community Council and supporter of local groups.
Posts held in MCC included – Chair of Children and Young People Scrutiny Committee, Vice Chair of Adult Scrutiny Committee, Chair of Corporate Parenting Committee ( now Vice Chair), Member of Monmouthshire and Torfaen YOS Management Committee, Member of Adoption Panel until 2022,member of WG Social Services Policy Group and Deputy Chair of Regional Partnership Board – prior to becoming Cabinet Member for Social Service, Safeguarding and Health (2017-2022).
Penny is currently Vice Chair of The Public Services Committee and Vice Chair of the Gwent Public Services Scrutiny Committee, as well as being a Member of People Scrutiny Committee.
In 2024 Penny became an Independent Member (Community) for Aneurin Bevan University Health Board. Her posts include – Chair of the new Mental Health and Learning Disabilities Committee, Vice Chair of Patient Quality, Safety & Outcomes Committee, Member of Partnerships, Population Health and Planning Outcomes Committee.
Penny is also an independent Trustee of The Palmer Centre, Chepstow.
Penny is married with 1 daughter and 2 grandsons.
